RED OAK — On Sunday, November 1, at approximately 1:47 p.m., Officer Palmer activated his emergency lights on his patrol vehicle to stop the driver of a white Lincoln Towncar for a traffic offense.

The driver bailed from the vehicle, leaving a female passenger and her two-year-old daughter in a moving vehicle without a driver.
