New charges filed against former Maypearl police chief

Maypearl Police Chief Kevin Coffey was arrested by the Ellis County Sheriff's Office on July 22, 2015 on four felony arrest warrants, including sexual assault of a child.

ELLIS COUNTY — The Johnson County Sheriff's Office issued two out of county warrants for former Maypearl Police Chief Kevin Coffey, 49, of Grandview. The two new charges stem from a potential third victim and include sexual assault of a child and indecency with a child by contact.

His bond has been set at $150,000 for each charge, thus bringing his total bond amount to $650,000 for all six charges.

Coffey's attorney, Jim Jenkins, requested a judge reduce the bond on Tuesday, August 11. Judge Cindy Ermatinger of the 443rd Judicial District Court denied the motions after Ellis County District Attorney Patrick Wilson and Chief Felony Prosecutor Amy Lockhart stated they anticipated charges out of Johnson County.

Coffey still remains in the Wayne McCollum Detention Center in Ellis County after he turned himself in on Wednesday, July 22.

The charges against Coffey in Ellis County include: Indecency with a Child by Exposure, Indecency with a Child by Contact, Sexual Performance by a Child and Sexual Assault of a Child. The first charge is a third degree felony and the remaining three charges are second degree felonies.

Bonds on the four original charges amount to $350,000 combined. The bond for Indecency with a Child by Exposure was set at $50,000. Bonds for the other three charges, Indecency with a Child by Contact; Sexual Performance by a Child; and Sexual Assault of a Child, were set at $100,000 each.

Coffey had been under investigation by the Texas Rangers and Texas Attorney General's Office Child Exploitation Office for for Official Oppression, Misuse of Official Information, Online Solicitation of a Minor, Stalking, Harassment and Tampering with Evidence after a 16-year-old girl had informed Texas Ranger Adam Sweaney of contact with Coffey for the past two years.

The underage girl also told Sweaney that she believes Coffey may have been in contact with at least five other juvenile females.

A search warrant was executed on Coffey's home and office on Saturday, July 11. A number of electronic devices were confiscated during the search.

A second female contacted Ranger Sweaney on Friday, July 17. On Tuesday, July 14, Wilson requested additional potential victims come forward.

The original four arrest warrants affidavits for Coffey went into explicit detail of alleged incidents with the second 14-year-old female.

The affidavits state the victim met Coffey in his office at the Maypearl Police Department and that they continued contact via video chat.

"The fourteen year old female stated the video chat exchange continued to escalate into her getting naked for him, and eventually he showed her his penis. The fourteen year old female said that Chief Coffey would talk to her sexually, and she would get naked for him. The fourteen year old female stated he would tell her how bad he wanted to fuck her, tie her up, gag her, and screw her," the affidavit said.

Coffey is also accused of masturbating during the video exchanges.

"The fourteen year old stated she observed Chief Coffey's penis multiple times when he would masturbate on the video chat exchange," the affidavit stated.

Coffey is also accused of having physical sexual contact with the underage girl.

"The fourteen year old stated when she would meet with Chief Coffey in person, he would grab her hair and kiss her, he would put her on his desk, and he would spank her ass," the affidavit stated. "The fourteen year old female stated that Chief Coffey rubbed her vagina, touched the inside of her vagina, and then put his fingers inside of her."

The City of Maypearl placed Coffey on paid administrative leave following the search on Saturday, July 11 and formally fired him on Wednesday, July 22 after Coffey turned himself in to authorities.
